Anthropic published an update to its Usage Policy on October 8, 2026. The new version takes effect on November 12, 2026. The company says “most of the updates in the latest version are intended to clarify existing rules,” and that the changes respond to misuse it has seen in influence operations, weapons work and surveillance.

What changed

Anthropic lists seven changes:

  • Deceptive activity in one place. Rules on fake account networks and fabricated news sites are now in a single section, “Do Not Engage in Deceptive Campaigns or Artificial Activity.” It covers commercial as well as political activity, including hiding who is behind a message and building tools for influence operations.
  • Elections. The section is renamed “Do Not Undermine Democratic Processes.” Anthropic removed the blanket ban on personalized vote and campaign targeting, which it says also blocked civic work such as multilingual voter information. Targeting that relies on deception or misused personal data is still barred.
  • Weapons. The ban now names software and components that make weapons work, and arming drones or other autonomous vehicles.
  • Surveillance and law enforcement. Tracking people without consent is prohibited, and Claude “cannot be used to decide or recommend who to investigate, arrest, or charge.” Anthropic says this clarifies the policy and does not change enforcement.
  • Hardware that acts on its own. For models connected to equipment that could cause injury, “a qualified operator must be able to observe the equipment and stop it if needed,” and the equipment must hold a safe state if Claude disconnects.
  • Abuse of models. The policy now bans “sustained and needless abusive or cruel behavior toward our models.” Anthropic says this covers only extreme, repeated cases, not ordinary frustration, dark creative themes or model testing.
  • Supported regions. Use is barred for people located in unsupported regions and for companies incorporated, headquartered, or majority-owned or controlled there.

Who it affects

Anthropic presents most of the update as clarification. The changes most likely to matter for products are the hardware rules, the high-risk use case section and the entity-based region rules. The high-risk requirements themselves are unchanged: a qualified human in the loop and disclosure that AI was used, in areas such as health, legal rights and finances. Anthropic rewrote that section to list which recommendations are covered. The announcement does not say how the update applies to specific API or enterprise contracts.
